1. Idaho (-7.2 percent)
2. Illinois (-5.8 percent)
3. Nevada (-4.6 percent)
4. Maryland (-4.3 percent)
5. Washington (-3.7 percent)
6. Pennsylvania (-3.7 percent)
7. Mississippi (-3.7 percent)
8. Florida (-3.5 percent)
9. Alabama (-3.5 percent)
10. Oregon (-2.6 percent)
